The successful candidate will advance an innovative program of research in urban health that informs practice, education, and policy; create and maintain linkages with community partners to facilitate innovative collaborative initiatives; and provide leadership in establishing research teams to investigate a range of foci within urban health.

The Department of Health & Human Services, Food & Drug Administration, Center for Biologics Evaluation and Research (CBER) is soliciting applications for a Supervisory Genetic Epidemiologist to lead a new team to evaluate the use of genetic and genomic technologies to improve biologic product safety. CBER is responsible for the safety and efficacy of vaccines, the blood supply and blood products, and cellular, tissue, and gene therapies that have a major impact on public health. The Office of Biostatistics and Epidemiology provides comprehensive statistical and epidemiological service to CBER programs. This includes statistical review of studies prior to licensure and post-licensure surveillance, research, and other analytical activities using epidemiological strategies to monitor the safety and effectiveness of biological products after licensure. The successful candidate must be an innovative thinker and should possess a collaborative and collegial spirit. Another major component of this position requires the selected individual to possess strong team, management, and leadership skills that will enhance overall performance and productivity while creating a vibrant work culture. He or she will lead the efforts of physicians, epidemiologists, biostatisticians, and other scientists engaged in research and regulatory review of biologic products in this exciting new field to improve biologic product safety. The successful applicant will interact with leaders in other government agencies, academia, and industry, and represent CBER at national and international meetings, workshops, and Agency and Department discussions concerning the application of genetics and genomic technologies for the evaluation of biologic product safety. Excellent communication and interpersonal skills are required. The development of this program provides a unique opportunity to be a leader in the development of the application of genetic and genomic technologies for biologic product safety using these new resources in this high-profile and exciting field.


Requirements
Qualifications: A medical degree from an accredited U.S. medical school (or from a foreign medical school with subsequent certification by the Educational Commission for Foreign Medical Graduates (ECFMG)), and at least two years of residency training in a medical or other pertinent specialty: plus a masters degree or equivalent training in genetic epidemiology, statistical genetics, genomics, genome wide association studies, bioinformatics, or population genetics.

A Ph.D. in one of these fields with at least two years of subsequent work experience in research or other pertinent activities is also acceptable. A strong background in quantitative sciences is essential, with specific expertise in statistical genetics, genomics, genome wide association studies, bioinformatics, genetic epidemiology, or population genetics. Post-doctoral training and experience are advantageous.

Candidates for Civil Service or Commissioned Corps appointments must be U.S. Citizens. Candidates may also be hired under Title 42 209 (g).

Salary Range: The salary range (GS-15) is $120,830 - $153,200. Medical officer salary is equivalent to GP-0602-15 plus physician market pay up to $250,000. Salary will be set commensurate with education and experience. Additional bonuses may apply.

The ADR will provide leadership in advancing the college’s overall research and scholarship mission and will implement programs to support externally funded research and faculty development activities to enhance research. In addition, the ADR will coordinate the college’s activities with the University’s Division of Sponsored Research and Offices of Research and Innovation and will coordinate collaborative research and interdisciplinary efforts with other USF colleges and partnerships with local, state, national and international groups. The position will initially be fully funded with the expectation that the successful candidate will generate some portion of his/her salary through grants/contracts by the end of the third year. The ADR will hold a 12-month, tenure-line position as an Associate or Full Professor depending on qualifications of the candidate.

Minimum Qualifications:

* Earned doctorate in fields related to behavioral health services research or other disciplines represented in the college (e.g., communication sciences and disorders, aging studies, psychology, epidemiology, economics, biostatistics, anthropology, nursing, social work, criminology, education, medicine, etc.).

* Successful academic experience as a faculty member appropriate for appointment as a tenured full or associate professor in one of the academic units in the college.



Preferred Qualifications:

* Exemplary record of research, scholarship and inquiry.

* Substantial experience with grant and contract funded research, particularly at the federal level and ideally with diverse sources (e.g., federal, foundation, state, and private).

The Department. The department currently offers a Master of Public Health (MPH) degree with a concentration in Hispanic and Border Health and is in the process of developing a new Master of Science degree in Human Nutrition. It also offers a Bachelor of Science degree in Health Promotion. Departmental faculty members participate in the Interdisciplinary Health Sciences PhD degree program that is jointly administered by the College of Health Sciences and School of Nursing. The department has approximately 175 undergraduate majors and 30 graduate students. Its eight full-time faculty are nationally recognized for their Hispanic, border and global health research.



The College. The College of Health Sciences provides teaching, research and services related to the applied health sciences (www.utep.edu/chs) It houses seven disciplines (Health Promotion/Public Health, Clinical Laboratory Science, Kinesiology, Social Work, Physical Therapy, Occupational Therapy and Speech Pathology), a cooperative pharmacy program with the University of Texas at Austin School of Pharmacy, and a collaborative relationship with the University of Texas Houston School of Public Health-El Paso regional campus. Strong collaborative ties also exist with the UTEP School of Nursing which is housed within the same building. The College is staffed by over 50 full-time faculty members and serves more than 1,400 students. It is nationally recognized for its innovative research in Hispanic health and health disparities. We have an exciting new position for a Senior Research Scientist in the HIV and Infections Group at the Medical Research Council Clinical Trials Unit (CTU).

You will be based in London at the CTU, as part of a multi-disciplinary team of statisticians, trial managers and clinicians. You will be the project leader for the East Africa Research Network for Evaluation of Second-line Therapy (EARNEST) Trial. This is a pivotal randomised controlled trial to investigate novel treatment options for second-line HIV therapy that will start in 2009 and will enrol 1200 patients at 7 clinical sites in Africa. Working with senior staff at the African and European partner institutions, you will also play a major leadership role in coordinating capacity building, networking and training activities linked to the trial.

We are looking for a highly self-motivated individual with well-developed leadership skills. Applicants should have a higher degree in a relevant field, some knowledge of HIV medicine, experience of clinical trials, experience of managing complex projects and leading teams, and experience of collaborative research work in Africa. A clinical background is desirable but not essential.

The post will be full time and for three years in the first instance. Benefits include 30 days annual leave per year, flexi-time scheme and a contributory pension scheme. You may be granted an honorary academic position at University College London and, if clinically qualified, an honorary clinical attachment to a London clinical HIV/Infectious Diseases department could be arranged.

Duties/Position Description:

About the Policy & Services Research Data Center (PSRDC):

The Data Center was established in 1996 to support and enhance research that informs public policy and program development through the timely compilation, integration, and analysis of data. The PSRDC collects, stores, and analyzes large scale administrative data sets, e.g., Medicaid, civil commitment, pharmaceutical, law enforcement, mental health, substance abuse, and social services. The PSRDC provides a highly secure HIPAA environment and processes data to ensure compliance with quality assurance standards. The Center has a staff of eight data analysts, four programmers, and seven data entry technicians.

ABD’s: To be considered for a faculty position, a terminal degree must be completed within the first six months.

Minimum Qualifications: The successful applicant will be hired in either a Faculty (Research Professor or Research Associate Professor) or Administration (Program Director) position, depending on qualifications and experience. The position requires a graduate degree (Doctorate or Master’s) in health science, human services, computer science, statistics/measurement, epidemiology, or a related field; a minimum of five years professional experience in project management, budgeting, or staff supervision; experience with the management, security, or use of large data sets for research, decision support or policy analysis.
