Position Description: JOB DESCRIPTION: The Bureau of Policy and Planning produces analyses that help the Department of Health and Mental Hygiene develop strategies to protect and promote the health and mental health of all New Yorkers. The Bureau seeks an analyst to serve as a liaison to the Department's Division of Disease Control. Reporting to a unit supervisor, the analyst will work with Disease Control to collect, organize and analyze data in order to evaluate existing DOHMH programs and administrative practices and to assist in the development of new programs and practices. The analyst will also be responsible to serve as liaison to Disease Control to coordinate a set of regular processes, including a quarterly review of performance measures. PREFERRED SKILLS: The analyst will be required to conduct specialized fiscal, legislative, and/or program analyses and be able to summarize analytical results in memos, data tables, and reports for use by senior Department decision-makers. As a result, the selected candidates should have: (1) strong oral, writing, and analytic skills; (2) the ability to make effective verbal and written presentation of analytical results; (3) facility with Microsoft Word and Excel; and (4) a demonstrated ability to work collaboratively with peers and/or senior staff. Preferred candidates will demonstrate some subset of the following competencies: (1) expertise in program development and implementation, budget analysis, legislative review, program evaluation, and/or health economics; (2) understanding of Disease Control issues; (3) prior experience using statistical analysis software packages (such as: SAS, SPSS or STATA); (4) proven abilities in the area of process redesign/improvement; (5) prior experience implementing or using performance management systems for organizations.

Qualifications: QUALIFICATION REQUIREMENTS: 1. A Master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and one (1) year of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management, or in a related area, or 2. A Baccalaureate degree from an accredited college and three (3) years of satisfactory full-time professional experience in the areas described in “1” above. NOTE: NEW YORK CITY RESIDENCY IS REQUIRED WITHIN 90 DAYS OF APPOINTMENT.
