Job Summary:
The Field Services Unit (FSU) of the Bureau of HIV/AIDS Prevention and Control (BHIV) is a new and expanding program within the NYC Department of Health and Mental Hygiene (DOHMH). The FSU partners with providers at participating medical facilities to identify and interview HIV-positive persons for case investigation and partner notification services. FSU staff also assists providers with outreach to out-of-care patients to return them to medical supervision and management.

The duties of the Public Health Epidemiologist I will include but not limited to the following:
-- Review all Return-to-Care (RTC) cases of those with HIV and are pregnant and under the age of 24 or known to have AIDS, due to the high risk of morbidity and mortality or transmission of HIV.

-- Provide technical guidance and supervision to field staff.

-- Conduct supplemental patient interview with patients to obtain exposure and risk factor information.

-- Perform medical chart review and abstraction.

-- Perform data analysis for the RTC initiative; prepare routine, periodic reports required for contract monitoring, program tracking and evaluation.

-- Assist staff to better understand the epidemiology of HIV in their geographic regions by taking into account demographic and other differences by population.

-- Participate in epidemiologic investigations and data collection and analysis.

-- Assist with HIV prevention initiatives, program review and evaluation, development of the protocols and data collection instruments.

-- Develop and maintain databases.

-- Participate in the DOHMH's Surveillance and Epidemiology Emergency Response Section's activities which may involve planning, participating in drills and mock exercises.

PREFERRED SKILLS:
Knowledge of communicable disease surveillance and control and epidemiologic investigations; experience with structured patient interviews, medical terminology, and conducting medical chart reviews. Interviews may include questions about high risk behaviors, including sexual activity and drug use, so the selected candidate should be able to show that patients are comfortable discussing sensitive topics. Experience working with databases (e.g, MS Access) or performing statistical analyses with SAS a plus as well as experience working with healthcare providers.

Experience Required:
1. A Master's degree in public health or epidemiology from an accredited college or university; or

2. A Baccalaureate degree from an accredited college or university, including or supplemented by eight credits in the physical or biological sciences; or a Baccalaureate degree from an accredited college or university, and successful completion of PRINCIPLES OF EPIDEMIOLOGY (#3030-G), a course for health professionals, given by the Centers for Disease Control, U.S. Public Health Service;
plus one year of full-time paid experience as a health professional in a position which requires the reading and interpretation of hospital medical charts and complex medical information, in order to ascertain the medical condition of patients.

NOTE: NEW YORK CITY RESIDENCY IS REQUIRED WITHIN 90 DAYS OF APPOINTMENT.

$43,113 to $57,816(Plus pro rated differential of $597 for possession of an appropriate Master's Degree).
