San Francisco, CA: Supervising Communicable Disease Epidemiologist, San Francisco Department of Health, Communicable Disease Control and Prevention

The San Francisco Department of Health (SFDPH) will be conducting an examination to hire a Supervising Communicable Disease Epidemiologist for the Communicable Disease Control and Prevention Section (CDCP). The examination is conducted by the Department of Human Resources and involves the verification of a candidate’s education, knowledge, and prior work experience against the requirements for the position.

This position will manage a team of epidemiologists and surveillance assistants to develop and expand surveillance system capacity to receive and integrate disease report data from a variety of sources and manage complex data from outbreaks. The position will also direct the analysis and interpretation of communicable disease surveillance data; design and implement epidemiologic studies to determine risk factors for disease, including the sources of outbreaks; and evaluate surveillance system performance. The essential job functions include:
• Manage and coordinate complex surveillance infrastructure projects, particularly a grant-funded project to enhance surveillance for chronic viral hepatitis through expanded data collection and integration of multiple relational databases to create a comprehensive chronic viral hepatitis registry
• Plan, direct and manage an ongoing project to enhance the communicable disease case and outbreak management information system to enable CDCP to receive and integrate electronic data from labs, hospitals, and public health investigators and better analyze and manage routine cases and large-scale outbreaks
• Supervise epidemiologists and manage information technology specialists to ensure completion of project deliverables on time and within budgets
• Direct evaluation of surveillance systems’ performance; design and implement surveillance improvement plans
• Direct analysis of surveillance system data to detect and describe communicable disease trends
• Select, supervise, and evaluate epidemiology staff
• Plan and develop long range communicable disease epidemiology program goals, objectives and projects
• Write proposals for funding to support program expansion and enhancement, monitor grant deliverables, direct the preparation of grant progress reports
• Plan, direct and evaluate original epidemiologic study proposals and field investigations of outbreaks
• Provide scientific consultation to section and other departmental staff regarding epidemiologic study design and analytical methodologies
• Oversee the preparation of and critically review project proposals, surveillance and investigation reports and scientific papers, and present findings at local, state and national conferences and meetings
• Occasional evening and/or weekend hours may be required

Salary and benefits: The normal annual salary range is $82,862 to $105,742. In addition, the City offers flexible benefit plans with pre-tax elections which include: medical and dental insurance; Retirement Plan; Deferred Compensation Plan; Social Security; Long-term disability plan; Life Insurance; paid Management Training program; 11 paid holidays per year; 5 floating holidays; 10 to 20 vacation days per year, depending on years of service; and may earn up to 100 hours paid administrative leave per year.


Minimum qualifications:
1a. Completion of a master’s degree from an accredited college or university in epidemiology, biostatistics, or public health; AND
1b. Three (3) years verifiable work experience within the field of epidemiology which includes one (1) year of fiscal oversight and direct supervision of staff conducting epidemiologic research or analysis; OR
2a. Completion of a doctoral program from an accredited college or university in epidemiology, biostatistics, or public health; AND
2b. One (1) year verifiable work experience within the field of epidemiology, which includes experience in fiscal oversight and direct supervision of staff conducting epidemiologic research or analysis.
