Job Summary:
The Division of Health Care Access & Improvement promotes the availability of quality health care services in New York City through Medicaid Managed Care and other insurance programs. The Office of Health Insurance Services was created to expand the city's health insurance enrollment capacity, maximize client choice regarding health plan and provider selection, and to promote health care utilization and preventive health behaviors.
The Office is responsible for enrollment of uninsured and under-insured clients into the Medicaid, CHP A and B, and Family Health Plus programs in New York City. This includes eligibility determination of uninsured and under-insured children, participating in the Early Intervention Program, for public health insurance including Medicaid, Excess Income and Child Health Plus.
You will report directly to the Director of Quality Control and Data Analysis and will be responsible for conducting data cleaning, analysis and reporting on the HIS/EIP Partnership as well as review of public health insurance applications.
- Assist with Identification of the characteristics and trends of the HIS/EIP Partnership population and larger EIP population
- Support analysis of enrollment and financial data including rates of service utilization, length of stay in program, provider payment, insurance reimbursement analyses, and service trends
- Perform data cleaning tasks and other data quality activities to improve and maintain data integrity
- Assist with preparation of charts, graphs, tables as well as written reports
- Assist with using data to target HIS/EIP outreach efforts
- Conduct thorough quality control review of health insurance applications and documents; ensure accuracy of financial documents and calculations; ensure enrollment into appropriate insurance program
- Work as integral member of Quality Control Unit
PREFERRED SKILLS:
Strong experience with MS Excel, MS Access; SAS or SPSS; Strong data analysis skills; Experience with large datasets; Strong analytic skills, Highly organized; able to work independently as well as part of a team; Ability to effectively explain data findings to a range of audiences; experience working with large datasets and data matching; and knowledge of health insurance issues.
Experience Required:
1. A Master's degree in public health or epidemiology from an accredited college or university; or
2. A Baccalaureate degree from an accredited college or university, including or supplemented by eight credits in the physical or biological sciences; or a Baccalaureate degree from an accredited college or university, and successful completion of PRINCIPLES OF EPIDEMIOLOGY (#3030-G), a course for health professionals, given by the Centers for Disease Control, U.S. Public Health Service;
plus one year of full-time paid experience as a health professional in a position which requires the reading and interpretation of hospital medical charts and complex medical information, in order to ascertain the medical condition of patients.
NOTE: NEW YORK CITY RESIDENCY IS REQUIRED WITHIN 90 DAYS OF APPOINTMENT.
