Job Summary The Director, Global Implementation Research will lead and provide technical and management oversight, and strategic thinking for the international implementation and operations research activities of the Foundation. He/she will report directly to the Vice President for Research and will work with colleagues throughout the Foundation to meet the Foundation’s goal of advancing research that enhances the prevention, care and treatment of Pediatric HIV/AIDS, with the ultimate mission of eliminating Pediatric HIV/AIDS. The Director will work closely with the Program Implementation Department to ensure smooth integration and coordination of research and program activities. He/she will support the Foundation’s efforts to increase the research capacity of our staff based both in the field and in U.S. Offices. The Director will assure that the highest quality scientific, ethical and regulatory standards are maintained for all research activities.

Essential Duties and Responsibilities Project and Staff Management • Leads and manages the overall international implementation research portfolio that is conducted, funded, or facilitated by EGPAF • Develops, manages and mentors a research team including medical and epidemiological research officers, biostatisticians, regulatory coordinator, research assistants, and others as needed to support the Foundation’s strategic plan, mission, values, goals and objectives. • Develops and supports research team development in country programs as appropriate • Works with Executive VP Medical and Scientific Affairs, VPs of Programs and Research, and Country Directors to develop priorities for implementation research • Oversees the development of Foundation-wide research policies and procedures • Leads collaboration with the Foundation M&E Team to utilize program data to support program assessments and design and implement operational and evaluation research for global program improvement • Works with VP research to obtain new funding support for Foundation priority research areas that are responsive to the needs of the field and address scientific questions of critical global importance • Oversees the development of research protocols, proposals, grants and requests for funding related to implementation and impact research in collaboration with others throughout the Foundation • Responsible for the preparation of any required progress reports, activity reports, or budgets • Works with Policy and Communications to develop policies and procedures and communication strategy around research activities and results • Works with VP of Research and finance on research related budget issues • Oversees representation at appropriate scientific meetings and conferences

Project and Technical Support • Provides technical oversight and support (project development, implementation, analysis and interpretation, publication) in collaboration with US and country teams for all implementation/operational research projects • Provides training and mentorship for US and in-country staff in design and conduct of research • Oversees logistical aspects of implementation research from field perspective, assisting country teams, including human subjects issues, IRB applications, development of study procedures, study conduct and data collection • Oversees the monitoring of international studies to ensure compliance with all regulatory and funding requirements and that high quality results will be achieved • Assists with the formulation, coordination, and implementation of multi-country collaborations on research proposals • Encourages and define opportunities for sharing research related activities, including dissemination of results, between countries • Develops research collaborations to facilitate the research that will achieve the Foundation’s mission of eliminating Pediatric HIV/AIDS • Coordinates the execution of PEPFAR-funded Public Health Evaluations


Requirements
Required Qualifications • MD, PhD or other advanced degree in a relevant field • Ten or more years experience in clinical or implementation/operations research in HIV/AIDS, reproductive or maternal health, or child survival in developing country settings • Experience in training, mentoring, and providing technical support to health professionals in research design, operations research methodologies and study implementation in developing countries Knowledge, Skills and Abilities • Demonstrated technical expertise in clinical, operations, or health services research related to HIV/AIDS, reproductive or maternal health, or child survival • Experience with obtaining and managing federally-funded research is a plus • Strong written and oral communication skills • Excellent interpersonal, teamwork, and strong management skills • Ability to travel internationally up to 40% • Demonstrated competency to the R4/S4 levels in English required • French and/or Portuguese competency to the R3/S3 levels a plus
